In this paper, six leading trade associations representing the Communications and IT sectors provide actionable recommendations to the U.S. government to ensure that U.S. technology firms continue to be able to compete on a global scale.

There has been a growing perception by some that the United States is either falling behind or being outflanked through the global standards and specification development process, particularly by China. These perceptions matter because this is the process that transforms innovation into products and services that change the world.

These perceptions tend to underestimate the strength of rules-based, consensus-driven standards development organizations to prevent inordinate influence by any actor. However, the U.S. government can take both immediate and longer-term actions to strengthen U.S. leadership in standards, which would bolster U.S. competitiveness.
